Contract Specialist


 

Support contract services in support of the DHS/TSA mission. The services include support to cover all phases of the acquisition lifecycle (pre-award and post-award).

  • Support Acquisition Planning services, to include:

    • Developing acquisition plans and procurement milestone schedules
    • Performing market research activities (e.g., exchanges with industry, sources sought, Requesting for Information (RFI), Draft Request for Proposals (DRFP), and Industry Day).
    • Analyzing and assist with finalization of procurement packages
    • Providing recommendations concerning the selection of contract type and method of acquisition
    • Preparing and assist with the preparation of Justifications for Other-Than Full-and-Open-Competition and Limited Source Justification.
    • Preparing or assist with the preparation of Determinations and Findings.
    • Assisting in drafting and issuing applicable pre-award synopsis.
    • Presenting or assist in presenting acquisition planning documentation for higher level reviews and approvals.
    • Using applicable acquisition systems in support of acquisition planning.
    • Maintaining pre-award files and documentation in accordance with applicable statute, regulation, and policy
    • Supporting meetings with requiring activity clients within TSA facilities.
  • Solicitation support in drafting, issuance, and amendment of solicitations, Request for Quotations (RFQs) and Request for Proposals (RFPs), to include the following:
    • Preparing solicitation and solicitation-related documents for Government review.
    • Presenting or assist in preparation of solicitation documentation for higher level reviews and approvals.
    • Preparing or assist in preparing solicitation amendments for Government review and assist in posting solicitation amendment documentation to the appropriate location.
    • Receiving or assist in collecting quotes, proposals, and offers including recording and compliance review.
    • Maintaining solicitation files and documentation in accordance with applicable statute, regulation, and policy.
  • Evaluation support in performing evaluation of quotes, proposals, and offers to include the following:
    • Recording and document technical reviews and evaluations.
    • Gathering data and information for past performance evaluations.
    • Performing price analysis and cost analysis for Government review and approval.
    • Drafting and document evaluation reports for Government review and approval.
    • Conducting or assist in pre-award reviews and surveys (e.g., on-site survey and audits).
    • Assisting in developing and documenting the price negotiation memorandum, the pre-negotiation memorandum (if applicable), the competitive range determination (if applicable), the post-negotiation memorandum (if applicable), and the source selection decision (if applicable) for higher level Government approval;
    • Assisting the Government in conducting negotiations and discussions.
    • Presenting or assisting in presenting evaluation documentation for higher level reviews and approvals.
    • Preparing or assisting in preparing responses to pre-award protests for higher level review.
    • Assisting in preparing required pre-award notifications (e.g., pre-award notice for small business set-asides).
    • Assisting in conducting pre-award debriefings; and
    • Maintaining evaluation files and documentation in accordance with applicable statutes, regulation, and policies.
  • Support contract award functions to include the following:
    • Preparing award documents for Government review.
    • Assisting in presenting award documentation for higher level reviews and approvals.
    • Assisting in preparing required award, and post-award notifications and debriefings (e.g., award synopses, public affairs notification, and post award debriefings).
    • Preparing Federal Procurement Data System – Next Generation (FPDS-NG) reports for Government review and approval.
    • Assisting in preparing responses to post-award protests for higher level review; and maintaining award files and documentation in accordance with applicable statute, regulation, and policy.
  • Support post-award contract management and contract closeout functions:
    • Supporting post-award conferences.
    • Assisting in invoice review, processing, and tracking.
    • Assisting in preparing responses to claim, ratifications, FOIAs, cure notices, and appeals; and
    • Supporting preparation and file documentation for contract modifications
  • BA/BS required
  • FAC-C level II or DAWAI II (must have); no experience substitution
  • Must have 5 plus years’ experience in government contract management

  • Industry experience needed
    • Prior work experience within DHS and/or TSA
  • Experience working in a government contracting environment
